To make it, follow these steps:
1. First open the picture you want us though, by selecting the menu File> Open, then select the picture.
2. Duplicate the layer by pressing Ctrl + J.

3. Next we will create the effect of Full Color, How to Select the Gradient Tool, then the Option column select the type Transparent Rainbow gradient.

4. Gradient brush cursor on the picture like the example below.

6. Change the blending mode to Color Layer 1 duplicate.
